The equivalency of university degrees in Turkey is an important topic that university students are very interested in. Through this equivalency, the degree holder is given the ability to practice his professional specialization and work in his field. Obtaining a degree recognized by Turkish universities provides its holder with an equal opportunity for employment, just as is the case for holders of local degrees.
Equivalency of the degree in Turkey is a process carried out at the Turkish Higher Education Institution in Ankara, and aims to verify the validity of the university degree obtained by the foreign student from his/her home country. This process includes communicating with the university granting the degree to verify its validity and the grade recorded on it, and after verifying this, a decision is made to equate it. After that, the applicant undergoes a comprehensive exam in his/her specialty, based on the decision of the Higher Education Institution after reviewing the university issuing the degree and specialty. Some universities or specialties may not require a comprehensive exam. This exam is held twice a year in the capital Ankara, and upon passing it, the applicant receives an equivalency paper.
What are the documents required to modify a certificate in Türkiye?
A copy of the passport or a copy of the Turkish residence permit regardless of its type (work residence permit, temporary protection, tourist residence permit).

- If there are subjects studied at another university, the applicant for equivalency must submit a transcript of grades for these subjects, translated and certified by a notary public.
- Students who graduated from countries other than their countries of origin must submit a copy of the passport pages showing entry and exit stamps for the period in which they were studying. These copies must be translated and certified by a notary public.
- The Higher Education Council (YÖK) has decided to facilitate the equivalency procedures for university degree holders from war and conflict zones, starting from September 2017, due to the difficulty of obtaining the required documents from their countries. Therefore, people who do not have complete documents, such as the original certificate or transcript, are required to submit at least one document proving their university education, in addition to filling out a written application specifically for countries affected by war.
Procedures for acquiring university degrees for foreigners in Türkiye
The Turkish Higher Education website has recently launched a new service that enables applicants to submit an application to amend university degrees issued outside Turkey, including degrees issued by Syrian universities, electronically through the Higher Education website. The applicant can access the amendment page via the E-Devlet e-government platform.
Then click on the link attached to the page to be automatically transferred to the amendment form. The applicant for the amendment must have the personal code for the e-government program (edevlet), which can be obtained from (PTT).
The electronic application includes fields to fill in the applicant's personal information, such as the national number and full name according to the university certificate after translation and certification (notarization), in addition to the place and date of issuance of the university certificate. Consent sheet (acknowledgment), its data must be filled out and signed before uploading it to the website.
It is worth noting that the electronic amendment request is considered a preliminary request submitted to the Higher Education Council, where an appointment is set to submit the complete documents in person or through a legal representative to the headquarters of the Higher Education Council in Ankara at the following address.
